Three budget crises ago, when Republicans and President Barack Obama faced off over raising the debt ceiling in early 2011, Alison Brown saw the writing on the wall. Washington was entering a cycle of partisan brinksmanship over the federal budget that would sow confusion among federal agencies and delay contracts to small companies like Brown’s Navsys, which designs satellite navigation systems.
