FILE - This Monday, Nov. 30, 2009 file photo shows a portrait of lawyer Sergei Magnitsky who died in jail, as it is held by his mother Nataliya Magnitskaya, as she speaks during an exclusive interview with the AP in Moscow. A new report released Monday Nov. 28, 2011 claims a Russian lawyer who died in prison was tortured and deliberately denied medical treatment, and that the official investigation covered it up. Sergei Magnitsky, who was arrested after accusing officials of corruption, died in November 2009 after the pancreatitis he developed in prison went untreated. Two prison doctors have been charged with negligence. The 37-year-old had been arrested by the same Interior Ministry officials whom he had accused of using false tax papers to steal $230 million from the state. (AP Photo/Alexander Zemlianichenko, File)
