Obama Talks Fairness in Competition for Jobs

(CNSNews.com) – President Barack Obama says the remedy for losing jobs abroad is to counter “subsidies” from the Chinese government with tax incentives from the United States.
“I will go anywhere in the world to open new markets for American products,” Obama said in an address at Master Lock in Milwaukee, Wis. “And I will not stand by when our competitors don’t play by the rules. It’s not fair when foreign manufacturers have a leg up on ours only because they’re heavily subsidized.
“That’s why I directed my administration to create a Trade Enforcement Unit with one job: investigating unfair trade practices in countries like China,” the president continued. “American workers are the most productive on Earth, and if the playing field is level, I promise you – America will not lose.”
Obama called for a national training program in U.S. community colleges, an $8 billion program for his proposed fiscal year 2013 budget that would single out industries with the highest job prospects.
“We need to give more community colleges the resources they need to become community career centers – places that teach people skills that businesses like Master Lock are looking for right now, from data management to high-tech manufacturing,” Obama said. “At a time when so many Americans are looking for work, no job opening should go unfilled just because people didn’t have the opportunity to get the education they need.”
Obama laid out three goals to keep jobs in the United States and to incentivize companies to create jobs in the country. The first was to eliminate tax breaks for businesses who move jobs out of the country.
“Second, no American company should be able to avoid paying its fair share of taxes by moving jobs and profits overseas,” the president said. “From now on, every multinational company should have to pay a basic minimum tax.”
Third, if you’re an American manufacturer, you should get a bigger tax cut,” Obama said. “If you’re a high-tech manufacturer, we should double the tax deduction you get for making products here. And if you want to relocate in a community like this one that’s been hit hard by factories leaving town, you should get help financing a new plant, equipment, or training for new workers.”

Obama said that in the fall, companies from around the world would be coming to Washington to meet with state and local government officials.
“This fall, for the first time, we’ll be bringing companies from around the world together with governors and mayors and other leaders to discuss the benefits of investing and creating more jobs in the United States.”
