( – Former Vice President Joe Biden said Monday that as president he will ensure that every new infrastructure project is “a green infrastructure,” creating jobs that pay $50 an hour.

During a campaign rally in Manchester, N.H., on Monday, Biden said he plans to ensure that the United States gets to net zero emissions before 2050 and will invest $400 billion in clean energy technologies.

As vice president, I joined with John Kerry to get the Paris Climate agreement done. The first thing I’ll do as president is rejoin that accord and keep our commitment. With President Obama, we were having trouble getting the biggest investment in history, because it came through the Recovery Act. It was a $900 billion bill he put me in charge of. We invested $90 billion in clean energy, brought down the price of solar, brought down the price of wind, below that of coal.

As president, I’ll make sure we get to net zero emissions before 2050, and we’re going to invest $400 billion in clean energy technologies – twice what we invested in going to the moon to make sure we lead the world again in energy, a clean energy technology future, making sure that every new infrastructure project – highways, schools, buildings – from this point on is a green infrastructure, installing 500,000 charging stations on these new highways, owning the electric vehicle market, creating 10 million new jobs, not $15 an hour, but $50 an hour with benefits prevailing wage.

Biden also promised to rescind the immunity that gun manufacturers have that prevents them from being sued for gun deaths. It’s an immunity that no other industry has, he said, comparing it to the tobacco companies, drug manufacturers, and oil companies.

The Protection of Lawful Commerce in Arms Act (PLCAA) “protects firearms manufacturers and dealers from being held liable when crimes have been committed with their products. However, both manufacturers and dealers can still be held liable for damages resulting from defective products, breach of contract, criminal misconduct, and other actions for which they are directly responsible in much the same manner that any U.S.-based manufacturer of consumer products is held responsible. They may also be held liable for negligent entrustment when they have reason to know a gun is intended for use in a crime.”

I think it’s time we had a president who had the courage to stand up to the NRA and the gun manufacturers. Look, I’m the only person running – a lot of good people running - I’m the only person ever beaten up the NRA nationally, and I’ve beaten them twice. I’m the guy that got the Brady bill passed in the United States Senate. I got the assault weapons ban for 10 years, and I limited the number of bullets you can have in a magazine – not 50, not 100 rounds that kill people instantly. You realize how many people die in the first minute when someone walks in with a magazine that has 100 rounds in it or 50 rounds? It’s unsightly. It’s immoral.

I’ve beaten the NRA before, and I promise you I will beat them again, but that’s not going to be enough. I’m gonna get rid of maybe the worst votes that have taken place since I’ve been in the United States Congress, and that is giving immunity to gun manufacturers from any liability for the deaths, the chaos, and the mayhem they have caused. More people die in our streets the last decade or more, more people are dying in the streets, more people are dying in mass shootings than almost anything else that’s happening in the world.

There’s some in the race who thought giving immunity to gun manufacturers is a good idea. Well they’re dead wrong. We don’t protect the tobacco companies. They don’t get immunity. Imagine if they were protected like the gun manufacturers. Imagine if the drug manufacturers were protected like the gun manufacturers. Imagine. Imagine the oil companies couldn’t be sued for the damage they do like gun manufacturers, and I want to tell you, I want to tell you, we sure shouldn’t be protecting the gun manufacturers. When I’m president, those days will be over, and they will pay an enormous price and straighten out their thinking real quick.
