Former Vice President Joe Biden said in an interview with “The Breakfast Club” radio host Charlamagne Tha God that he knows “a lot of weed smokers.”

Biden made the comment in the context of talking about his plan for dealing with drug use in America—and reforming the system so that nobody goes to jail for using drugs.

“No one should be going to jail for drug crime, period. Nobody. Nobody,” said Biden.

“No matter what the crime—particularly marijuana, which it makes no sense for people to go to jail,” said Biden.

“It should be just wiped out completely,” he said. “And the reason is that—what if anything for those crimes that actually continue to be crimes, scheduled crimes, which marijuana shouldn’t be anymore.

“What is happening is, you shouldn’t go to prison, you should go to a mandatory rehabilitation,” said Biden. “It costs less to put people in a drug rehabilitation program than it does in jail. And you have a chance. You gotta give people a chance.”

Charlamagne Tha God then noted that Biden had said in a plan he had published that he would “decriminalize” marijuana, and asked Biden what is the difference between decriminalizing it and legalizing it.

“You know, Vice President Biden, I’ve read some of your black agenda, and you say that you would ‘decriminalize’ marijuana,” said Charlamagne Tha God. “What is the difference between legalizing it and decriminalizing it?”

“Because they are trying to find out whether or not there is any impact on the use of marijuana, not in leading you to other drugs, but what it effects—does it effect long-term development of the brain,” said Biden. “And we should wait ‘til the studies are done. I think science matters.”

Charlamagne responded: “I think we got, I think we got decades and decades of studies from actual weed smokers."

“Yeah, I do,” said Biden. “I know a lot of weed smokers.”

Here is a transcript of the part of Biden’s interview with Charlamagne Tha God in which they talk about marijuana:

Joe Biden: “But the bottom line is, the other piece is: I’m going to try to change—and I’ve laid it out, I’ll send you a copy of my plan. So, you have it, you’ve seen it--"

Charlamagne: “‘Lift Every Voice.’”

Biden: “Pardon me.”

Charlamagne: “What, ‘Lift Every Voice,’ or what?”

Biden: “No, the one that I, the plan I have is my Manifesto for Black America. And particularly the portion of it that relates to how in fact we’re going to deal with the prison system. If you are in prison, if you are convicted of a crime—No one should be going to jail for drug crime, period. Nobody. Nobody. No matter what the crime—particularly marijuana, which it makes no sense for people to go to jail. It should be just wiped out completely. And the reason is that—what if anything for those crimes that actually continue to be crimes, scheduled crimes, which marijuana shouldn’t be anymore.

"What is happening is, you shouldn’t go to prison, you should go to a mandatory rehabilitation. It costs less to put people in a drug rehabilitation program than it does in jail. And you have a chance. You gotta give people a chance.”

Charlamagne: “You know, Vice President Biden, I’ve read some of your black agenda, and you say that you would ‘decriminalize’ marijuana. What is the difference between legalizing it and decriminalizing it?”

Biden: “Because they are trying to find out whether or not there is any impact on the use of marijuana, not in leading you to other drugs, but what it effects—does it effect long-term development of the brain. And we should wait ‘til the studies are done. I think science matters.”

Charlamagne: “I think we got, I think we got decades and decades of studies from actual weed smokers.”

Biden: “Yeah, I do. I know a lot of weed smokers.”
